Renovation, Repair and Painting (RRP) Rule becomes effective April 22

As a contractor, you should prepare for a new EPA regulation that becomes effective April 22, 2012. The Renovation, Repair and Painting (RRP) Rule addresses work performed in housing and child-occupied facilities built before 1978. If you disturb a surface area containing lead-based paint in a pre-1978 building, the EPA requires you become RRP certified and use specific work practices that prevent lead contamination.

Common construction, renovation and maintenance activities, such as grinding, sanding, drilling and cutting, can create hazardous levels of dust. Even small amounts can harm you, your employees and your customers.

Lead Poisoning

The federal government banned lead-based paint from housing in 1978. Up to that point, the more lead there was in a can of paint, the higher its quality and price. Lead makes paint easier to apply and quicker to dry while inhibiting rust, mold and mildew.

Today, we know lead is an extremely toxic metal that causes many health problems. Like asbestos, there is no safe level of lead exposure. Lead can enter the body through breathing or swallowing lead dust. It accumulates, eventually storing itself in organs, tissue and bones where it can cause irreversible damage.

Lead levels in blood thought to be safe 20 years ago are now considered dangerous. With such small amounts confirmed to cause health problems in millions of adults and children, the regulatory focus is now on routine renovation and maintenance activities that disturb surfaces covered in lead-based paint.

Certified Renovator Course

An individual can become RRP certified by successfully completing a one-day EPA-accredited course. The course teaches how to comply with the RRP Rule by making practical changes in the way work is done.

When working on a pre-1978 home or child-occupied facility, it is required that at least one RRP-certified renovator be on the job. Willfully violating the RRP Rule by employing prohibited work practices can result in fines up to $37,500.

It is a good idea to prepare for the RRP Rule and the possibility of enforcement by signing up for a certified renovator course. It will educate you and your staff how to work safely with lead by adopting simple practices and procedures.

Test the Paint

The RRP rule requires the contractor test each painted surface that will be disturbed during the job to determine if the paint contains lead. If the contractor resides outside of California, he will have to test the paint by using an EPA-approved test kit.

A California-based contractor must assume that any structure built before 1978 contains lead, so testing as specified by the EPA is not necessary. Contractors outside of California may also elect to skip the testing process and assume that surfaces contain lead-based paint.

This decision is understandable, since 66 percent of all homes and apartments built between 1940 and 1960 contain this dangerous material; 25 percent of homes and apartments built from 1960 to 1978 contain lead-based paint as well.

Advise Your Customers

Before beginning a job in a home, child-care facility or school built before 1978, certain EPA materials must be made available to the homeowner or building manager. The contractor is also responsible for explaining the steps that will be taken to protect the residents or building occupants from any exposure to lead dust.

Setting Up a Lead-Safe Work Site

Any contractor performing remediation work is familiar with the requirements for creating a lead-safe work area:

The work area must be contained or separated from other parts of the building using heavy plastic sheeting.
Objects that cannot be moved must be covered and sealed with poly as well.
Entry doors and HVAC vents must be closed and sealed, and there are the warning signs to post, etc.
Workers must have the appropriate personal protective equipment, i.e. clothing and respiratory protection.

Doing the Job

Common work practices in construction, renovation, restoration and demolition work create serious dust problems. Electric power tools such as drills, sanders, grinders, circular saws, reciprocating saws and scrapers all raise dust particles above OSHA’s Permissible Exposure Limit or “PEL” levels.

These power tools are prohibited for jobs covered by the RRP Rule.

To contain dust safely under RRP, you must use “ventilated” power tools connected to a HEPA vacuum. These specialized power tools are designed for dust control. They have shrouds that capture the dust when it’s at its most friable and transfers it under negative pressure to a HEPA vacuum.

New dust catching devices for drilling are beginning to appear on the market. There are plastic bubbles that stick on the surface and allow it to be drilled through it as it captures the dust.

A simple method for accomplishing the same result is to spray shaving cream on the wall and drill through it. The shaving cream will capture most of the dust and it’s easy to wipe away and dispose.

Electric power tools certainly create the most friable and dangerous dust. However, there are lead-safe practices that apply to non-electric or manual tools, which can also generate huge amounts of dust. For example, in demolition work, prying and pulling materials or components apart is a dustless alternative to pounding and hammering.

Other traditional work practices prohibited by the RRP Rule include planing, needle gunning, or blasting power tools, unless they are connected to a HEPA vacuum. Open flame burning, torching and heat gunning are also prohibited since it creates dangerous fumes and small lead particles that settle on surfaces and are difficult to pick up.

Clean-Up

With the exception of floors, the protocol for clean-up following a remediation job is identical for lead dust. The first step is to collect all the dust and debris in heavy mil plastic and seal it tight. Once the poly is removed, any objects and all non-floor surfaces should be cleaned with a HEPA vacuum or damp disposable wiping cloths.

Remember, lead is very toxic and it only takes a very small amount to poison you. Lead dust particles can remain on clothes, shoes hands and hair. HEPA vacuums should be used to clean work clothes and shoes before leaving the work area.

Do not bring lead-based paint dust home and expose your family to this poisonous material.

The last step is to clean the floor. Lead is a very dense, heavy metal so it tends to fall on the floor, and it is difficult to pick up. A floor that looks spotless may still contain lead dust, and normal cleaning methods are simply not sufficient to get the job done.

Sweeping is not effective and a standard vacuum may actually cause a more widespread exposure. Uncarpeted floors should be wet-mopped using a dual bucket system.

For cleaning carpeted floors, the RRP Rule is very specific. The only acceptable method is to use a HEPA vacuum connected to a powered brush roll.

Floor cleaning is critical because children play on floors where they can get the dangerous dust on their hands, toys and other objects they put in their mouths. Childhood lead poisoning is considered a major environmental health problem in the U.S. Children with unsafe levels of lead have damaged neural pathways in the brain causing learning and behavior disorders.

It is not by coincidence that approximately half of the children in special education today have higher-than-normal blood lead levels.

Cleaning Verification

After cleaning and a visual inspection, a certified renovator must perform a cleaning verification. The cleaning verification starts with a wipe down, using disposable cleaning cloths for every window and countertop.

Uncarpeted floors are wiped clean using a Swiffer mop. Each “used” wipe or Swiffer cleaning cloth must be compared visually to sample images printed on an EPA Post-Renovation Cleaning Verification Card.

A certified renovator can use the EPA Post-Renovation Cleaning Verification Card to determine whether dust, debris, or residues still exist after cleaning, and if a re-cleaning is required.

Waste Disposal

Waste disposal for materials containing lead is similar to remediation of materials containing mold. All waste and debris should be disposed in accordance with federal, state and local regulations.

Waste and debris should be placed in heavy mil plastic bags. Use a gooseneck seal and HEPA-vacuum the outside of the bag before it is removed from the work area. Examples of RRP waste include plastic sheeting; paint chips; drywall; wipes; mop heads; protective clothing; used respirators; gloves and architectural materials.

Jesse Botello Promoted to Regional Manager

We are pleased to announce the promotion of Jesse Botello to the position of Regional Manager for Quest Building Products.

Jesse has been with our company since the San Diego location was acquired in 2009.

He began as a flooring installer and has transitioned well to his role in the San Diego store providing excellent customer service to contractors and striving to grow his knowledge of decorative concrete, concrete preparation and concrete restoration. He has become the resident "Metallic Expert," custom blending pigments that have been installed all over the country.

In this new position, Jesse will be responsible for managing the San Diego store, further promoting our brand and services as well developing new relationships and strategies to increase sales and customer satisfaction.

Matt Mondini of Buddy Rhodes will lead you through a full day of hands-on training with the materials and methods involved in creating a simple concrete countertop, either pre-cast or cast-in-place. You will acquire an understanding of the steps involved in creating a countertop slab including mold-making, mixing and coloring, upside down and right side up forming techniques, reinforcement options, and glass fibers.

The Blastrac 500E steel blaster is an ideal machine for medium and large applications. Tips from Buddy Rhodes

With the cold weather continuing, Buddy is still getting questions about casting issues that are season-specific. Above all, be sure to use warm water for mixing the concrete, and bring any materials in out of the cold a day or so before casting to warm them up. See below three answers to chilly inquiries.

1. If your concrete is not setting up, chilliness in your shop and cold water may be impeding the early curing process. Buddy suggests placing a sheet of plastic and 2 moving blankets over your slab to keep it warm and moist. The next day after this warm-up, pull the covers off and let the countertop sit another 15 hours or so and it should have set up and solidified.

2.If you cast and sealed your countertops wearing your warmest hoodie in a chilly shop, and then delivered them for installation in a warm and cozy heated-up home, take precautions to avoid a warping problem. Concrete doesn't like big temperature shifts when it's first curing. Cover your newly installed counters with a solid non-perforated piece of plastic sheeting for a couple of days. This will acclimate the slabs slowly to the new temperature, holding in the moisture during the early days in their new toasty home.

3.Hate to be a "wet blanket" but.....if you didn't take the precautions recommended in Tips #1 and #2, it is remotely possible that your countertops might warp in a transition from cold shop to hot house after installation. Pun intended. If this does happen to you, try wetting towels and rags and laying them on the counters for a day or two. this has been known to work!

Quest Donates Epoxy to Mexican Orphanage

Quest Building Products teamed up with Prestige Deck Coating to donate a new epoxy floor to orphange Rancho Santa Marta, in Baja California, Mexico. Rancho Santa Marta provides a home and family environment for abandoned children, and also offers a school for children with disabilities- a greatly underserved population in Mexico.

Quest donated Platinum Epoxy and Prestige donated labor to revive an old, dusty, concrete floor in the dining hall. The facility was so deteriorated that it was basically a dirt floor, an unhealthy environment for everyone. The new epoxy floor is easier to clean and raises the quality of life for all of the kids living at Rancho Santa Marta.

Rancho Santa Marta is a non-denominational Evangelical Christian Ministry for needy Mexican children. It is located on a 450 acre ranch, about 60 miles south of Ensenada, in Baja California.

Blastrac Global Series

Blastrac introduces their new line of Global Shot Blasters and proves once again that “green” has been growing there for quite some time. These new Global machines further complement the Blastrac line-up of quality and environmentally-sound equipment for surface preparation. This new generation of shot blasters will soon be the norm for efficient and consistent operation while offering the most desirable production rates for surface preparation. Blastrac shot blasters have always provided the most cost effective and friendly-to-the-environment processes to strip, clean, and profile concrete, steel, and asphalt surfaces.

The new series of machines, the 1-8DPS30, 1-10DS Global, 1-15DS Global, and the 2-20DT Global are all self-propelled walk-behind units that are easily maneuverable forward and reverse. With production rates from 450 sq. ft. per hour to 4850 sq. ft. per hour, these Global machines operate virtually dust-free when connected to their respective and appropriate Blastrac dust collector. These machines are kinder to the environment, the operator, and other work force by prepping surfaces in a labor and time saving, one-step process resulting in reduced pollutants and noise at the jobsite. This means the blast travel speed is easily maintained up or down grades and especially on flat surfaces. The operator is less fatigued and can manage larger areas more effectively. All units also feature easily accessible controls with drive and speed adjustments on the steering handles for finger-tip control and smooth operation.

The 1-10DS and 1-15DS Global machines feature dual voltage motors with auto-sensing technology for literally “plug-n-blast” operation. The electrical panels have state-of-the-art auto-sensing voltage controls for added safety and to save time for the operator, no need to manually transfer wiring connections for 230 versus 440 volts. All electrical components are UL Certified as part of the Blastrac commitment to safety protocol.

For easier transporting, both the larger 1-15DS and 2-20DT Global machines have quick-lift rear caster assemblies that are actuated with the supplied precision leverage bar that stores on-board the units. The Global series have heavy-duty castors and drive wheels for dependable performance and maneuverability. The new Global series also feature extended life motors; high-life blast wheels; laser-cut components; use of improved manufacturing technologies; and powder coated finishes for added durability.

2010 Decorative Project of the Year: Call for Entries

Decorative concrete is becoming more important in the competitive world of concrete construction. To recognize the concrete community's innovative contributions to decorative concrete, the editors of CONCRETE CONSTRUCTION created this award program to recognize true artists in this field. We will honor the country's best projects, with one project as the overall Decorative Concrete Project of the Year.

A decorative concrete contractor or decorative concrete materials supplier may submit projects completed between November 1, 2009 and July 1, 2010.

There is no entry fee for the Decorative Concrete Project of the Year. The deadline for entry packages has been extended by September 17, 2010!

Blastrac is offering to prominently feature the qualifying machine in the Blastrac exhibit at WOC 2011.

You’re sure not to miss Blastrac at World of Concrete. Submissions must be received no later than October 15, 2010.

Local council members from the Anaheim Chamber of Commerce will be in attendance for a Ribbon Cutting Ceremony on March 5th at noon. Quest Building Products first opened its doors in Anaheim in February 2009 and has since bought out Kretus Group, a decorative concrete supply distributor, to secure its presence in San Diego. Quest Building Products is a distributor of products, supplies and equipment for concrete repair, preparation, protections and decoration. The company is headed by Ron Webber, a veteran in deck and concrete contracting.

Quest Is Now a National Equipment Distributor

Kretus/Quest Building Products is pleased to announce its partnership with National Flooring Equipment (formerly National Carpet Equipment) as the distributor for the Southern California market. National Flooring Equipment has been a leader in the surface preparation industry for over forty years, specializing in ride-on floor scrapers, walk behind floor scrapers and planetary grinders.
